Annual Long Weeds and Grass Mowing Services

The City of Burnsville is accepting proposals from qualified individuals or firms to perform nuisance long weeds and grass mowing for non-compliant properties located in the city. The scope of the work includes providing labor, equipment and other materials as necessary to mow long grass or weeds on private property as part of a comprehensive code enforcement program.

All qualified vendors submitting proposals must not discriminate as to race, sex, religion, color, age, creed or national origin in regard to obligations, work and contracted services performed under the City contract, and must comply with all laws and regulations.        

REQUESTED SERVICES: The selected contractor will be responsible to provide mowing services to the City of Burnsville specifically for those properties requested by the Licensing and Code Enforcement department during the remainder of the 2021 through the end of the 2024 growing season.                      

BACKGROUND INFORMATION: City of Burnsville has adopted ordinances for the regulation of long grass and weeds per local ordinance.  City ordinance requires that grass over 8 inches in height may be corrected as a nuisance condition. The abatement of these nuisances includes the mowing of grass over 8 inches in height. Work orders for mowing properties will be issued on a per site authorization basis by the Licensing and Code Enforcement Department.

PROPOSAL INFORMATION

All proposals submitted shall be legible and signed by the owner or their designated agent.

All proposals submitted must contain the following information:

  1. The base mobilization rate for lots requiring less than one hour of service and;
  2. The hourly rate for abatements that exceed one hour and;
  3. Provide a base linear foot rate for buffer cuts for contiguous lots that require a minimum 36-inch buffer cut adjacent to contiguous right-of-way or property lines.
    1. Proof of workers compensation coverage
      1. Proof of liability insurance to the minimum amount of $2,000,000.
      2. A minimum of three work related references.

All bids shall be submitted in sealed envelopes marked "Request for Proposal -Long Grass/Weeds" with the applicant's name and address shown on the upper left hand corner of the envelope.

TIMING: All proposals must be submitted by 4:00 pm on August 13, 2021. Selection will be on or before August 15, 2021.  Only the contractor with the winning proposal will be contacted.

Purchasing Requirements

The City of Burnsville follows Minnesota State Statute in regard to bidding requirements for municipal contracts. The current statute states:

  • Bid amounts of $175,000
    • The City of Burnsville is required to use a formal, sealed and competitive bidding process per the State of Minnesota's Uniform Municipal contracting Law Chapter 471.345.
  • Bid amounts of less than $175,000
    • A formal bid is not required.
    • Local governments must receive at least two quotes.
    • City may still choose to use formal sealed and competitive bidding process at its discretion.
  • Small Purchases
    • City of Burnsville departments are authorized to make small purchases up to $4,999.
