Reconstruction

work consists of replacing all pavement, repairing and/or upgrading storm sewers and sanitary sewers, water main replacement, and replacement of curbs.

Reclamation

work consists of replacing all pavement, repairing and/or upgrading storm sewers and sanitary sewers, and spot replacement of curbs.

Rehabilitation

work consists of replacing the top 2" of pavement and minor utility work

Special Assessment Payments

The interest free pre-payment period began on May 6th and will be available through 11/15/2026. There are three payment options:

Assessments not paid by 11/15/2026 will be sent to Dakota County Taxation for certification to your 2026 property taxes.

Project Timeline

  • April 8, 2025: Council ordered preliminary report for the 2026 Street Improvement Projects
  • May - November 2025: Staff studied project areas and drafted a preliminary report
  • September 30, 2025: Open House at City Hall
  • October 8, 2025: Open House at North River Hills Park
  • December 16, 2025: Council to receive preliminary report and call for public improvement hearing
  • February 3, 2026: Council to hold Public Improvement Hearing
  • March 2026: Receive bids
  • April 7, 2026: Council to award construction contracts
  • May 5, 2026: Council to hold assessment hearing
  • May - October 2026: Construction
  • November 15, 2026: Assessment pre-payment deadline
  • Spring 2027: Final completion
