Surveys/Finding your property Lines
We do not have all property lines on file. Give us a call at 952-895-4455 to check with our team if there is one on file for your property
To locate your property lines please either contact a licensed land surveyor or use a metal detector to locate your property pins.

Transient Merchants
Contact City staff to determine if transient merchants are allowed in a certain location/zoning district.
Apply for a transient Merchant Permit
Assisted Living Facilities
Allowed in single-family zoning districts for 6 or fewer residents. Facilities must be licensed through the Minnesota Department of Health or Human Services. To establish an assisted living facility, please submit a business commercial construction permit.
Fences
A fence can be built directly on property lines, however you must maintain both sides. Building permits required for fences taller than 7’ and cannot exceed 8'. Height and opacity limits vary by yard and location. Call Gopher State One Call before digging.

Decks
All decks must be outside all drainage and utility easements. Impervious surface rules may apply in FEMA floodplains or Shoreland Overlay districts. Plans can be summited with your residential building permit
Principal or accessory structure setbacks:
- Attached: must meet the principal structure setbacks for the zoning district.
- Detached: must meet the accessory structure setbacks
Accessory Structures
One accessory structure is allowed per property. The structure cannot exceed principal structure height; permits needed for structures over 200 sq ft. For additional information, view City Code 10-7-4
- R-1 Districts: accessory buildings cannot exceed 15’ in height with 10’ walls. The accessory building cannot be larger than 500 sq ft, except swimming pools and sport courts, which can be a maximum of 1,000 sq ft.
- R-1A District: accessory buildings cannot exceed 20’ in height. Lots less than 2 acres must follow R-1 District standards. Lots larger than 2 acres are allowed one accessory structure per acre and the structure cannot exceed 1,000 sq ft.
Residential and commercial driveways cannot exceed 24’ in width at the public street or at the property line but it can widen past this. All driveways must meet minimum parking setbacks. New curb cuts require a Right-Of-Way permit through Dakota County’s One Stop Roadway Permit Shop.
There may be impervious surface requirements for lots that are in FEMA floodplains and Shoreland Overlay Districts. Impervious surface requirements for commercial properties are based on the zoning district.

Temporary
permits are not required for temporary or directional signage. Signage cannot be placed in any right-of-ways, or easements.
Permeant
All permanent sign projects must apply for a sign permit

Zoning Letter
If you require further zoning information for a property, please submit a request for a zoning letter. Requests can be made and tracked online with a fee of $75. You’re able to request for multiple, related/contiguous parcels on the same letter/fee (for example, an apartment complex).Letters can take up to 15 days to complete, depending on the complexity of the request.
